Early Access to Counsel for Youth: What HB 1140/RCW 13.40.740 Means for your Practice
In 2021, Washington passed HB 1140, which requires that law enforcement contact an attorney for all youth before asking them to consent to a search or provide a protected statement. The State Office of Public Defense (OPD) was tasked with creating a statewide system to provide these consultations. The new law, RCW 13.40.740, also requires suppression of any evidence obtained in contravention of its requirements. During this CLE, OPD will share what we have learned from the first several weeks of this program and help you understand what the law means for your practice moving forward.

This CLE is intended for criminal defense attorneys who may represent youth in district, juvenile or superior courts or who provide on-call attorney services.
