In this Amicus Brief Mr. Hargrove raises a post-conviction claim of innocence and a claim ineffective assistance of counsel prior to and at trial. WDA argues the appellate court should consider the systemic deficiencies of the Grant County Indigent Defense System existing at the time of the trial (1997) which occurred prior to the reforms in Grant Co. WDA also argues trial counsel’s failure to cooperate with successor/post-conviction counsel impedes Mr. Hargrove’s ability to demonstrate his claims for relief.
