In this joint Amicus Brief, the ACLU, WDA and others argue that Mr. Scott is entitled to resentencing based on a a significant change in the law. Mr. Scott was 17 years old at the time of his crime, a homicide, and his youth was not considered at the time he was sentenced. Intervening cases now hold that youth and developmental maturity are relevant when youth and young adults are sentenced.
